Custom field of Date Time Picker is display local date time wrongly.

      The screenshot is taken directly after creating a new issue. The DateTime field is show local time correctly (compare in the bottom local time). However, when I click on Date Time Picker 2 date time picker, I'll will get different time.

      It happen on IE and Google Chrome.
