When editing the parent issue for subtasks, Epics issue type is available when it should not.

      Issue Summary

      After creating a subtask as part of a Task or any standard issue type, you can edit the parent issue and can add an Epic as the parent and this should not be possible

      Steps to Reproduce

      1. Create a subtask in any issue type that is under "standard issue type" type that allows it to have a subtask. I'm using a Task as an example.
      2. After creating the task, create a subtask by adding it using the +Add button and "Create subtask"
      3. Access the subtask just created and click on the Issue Type logo for the parent and Change parent
      4. If you click on View all parents, it will display issue types as Epic and they should not be there.

      Expected Results

      Epic issue type or any other issue type that is above the standard issue types shouldnt be available.

      Actual Results

      Issue types that are above the standard issue type hierarchy are available, and it results in Plans showing subtasks as not having a parent and causing confusion to users.

      Workaround

      The best workaround to be applied is to manually update the subtask parents to a issue that matches the appropriate issue type.
