Ability to drag and drop issues within an epic on the new issue view

      When looking an 'epic' issue type, I want to be able to drag and drop all the issues within that epic. It should work exactly like https://jira.atlassian.com/browse/JRACLOUD-24547.

      However, this needs to take into account the global rank I have across those issue types (e.g. stories, bugs, tasks) and how it affects my backlog.
