Ability to change order of System Fields on View Issue Screen

      Currently it is impossible to change the order of System Fields in the View Issue Screen as well as remove them from the screen without hiding them in the system configuration.

      The later is already being tracked on JRA-20138, so this is to have also the ability to change its order - that is, so that system fields also follow the order of fields specified in the Screen configuration.
