Give administrators the permission to upload/import workflow bundles

      Due to a security risk it was decided that only system-administrators have the permission to upload workflow bundles to JIRA. As no customer in JIRA OnDemand has system-admin privileges, it is not possible to upload workflows.

      The use case satisfied by doing this work is:

      • Allow imports between OD instances
      • Allow imports between OD instance and BTF (and vice versa)
