Implement REST APIs to fully:

Create Group
Read Group
Update Group
Delete Group.

Currently only "Read" Group (Get Group/groups) is available.

Workaround:

Use XML/RPC - Remote Confluence methods (Available under the title User Management)
Use Third Party Plugins:
- REST API Extender for Confluence
- Confluence Command Line Interface (CLI)

CONFSERVER-9702 Update Confluence SOAP API to be at least as current as XML-RPC API, add more service methods for General Admin, Space Admin, Page/Content Admin, User/Group Admin, and implement processes/policies to keep it up to speed as Confluence develops
