Issue Summary

Outline doesn't work when clicking on the line number in PR view in any of the PR.

This is reproducible on Data Center: no

Steps to Reproduce

1. Go to PR
2. Click on the line number
3. Click on the lines where it shows diff

Expected Results

The outline should be showing up correctly

Actual Results

The outline is cut from bottom and UI doesn't look great

Workaround

Users can click outside and click back and the outline appears correctly afterwards.
