Add an ability to make the comment compulsory for approval via email

      Summary

      Currently, approvers can approve/decline the request via email using the Approve and Decline buttons in the email notification itself (see documentation). But in business case there they may need to add a reason for approving or rejecting the request in the comment.

      Suggestion

      Make it possible for Approvers to approve/decline requests via email with a comment.
